12th plan document introduces Chapter on Good Governance

The UPA government is committed to good governanace and restructuring of the implementation of Flagship schemes to ensure welfare benefits reach the poor and weaker sections of the society. The 12th plan document has for the first time introduced a Chapter on Good Governance.

It has noted that, the weaker sections of the society, for whom the government schemes are primarily intended, are often not able to benefit as they are not sufficiently empowered to access the benefits due to them.

This is partially due to an environment of illiteracy and lack of awareness and empowerment, that people do not claim their rights. The Plan document also says, the schemes continue to be implemented in a business-as-usual mode, while what is demanded by these programmes is an innovative break with the past.

Our correspondent reports, the 12 Plan has outlined comprehensive reforms in the implementation structures of the schemes aimed at social inclusion to benefit the poor and weaker sections of the people.

The Centre had enacted several progressive legislations to legally empower guaranteed rights to the people of the country, through the Right to Information Act, the Forest Rights Act, the Right to Education Act, the Mahatma Gandhi National Rural Employment Guarantee Act and the soon to be introduced National Food Security Act.
